Gragas's Barrels damage to minions

Hey, @Boards could someone give me insight to why Gragas's Q does less damage to minions? I always get pushed in by other mid laners because my wave clear with my Q doesn't do much such as Brand, Zed and etc. It feels terrible when your playing AP and your barrels can't even kill ranged minions in 1 shot.

Gragas has seen a lot of iterations designed to put him more in focus of a Drunken Brawler, rather than an AoE mage.

As far as I can tell, He got removed from lane because he's oppressive the very moment he's able to Wave clear, and completely useless without it. But his kit makes him an excellent Jungler.
