Vladimir's Re-Rework

So just wondering when will Vladimir be re-reworked into something that is viable? He now heals less than most top laners lol and does less damage than most supports. His empowered q is entirely too telegraphed to the opponent which is his only major source of damage. They can literally see when your q is up each time which is ridiculous. His old kit was much more viable in general scenarios than this Reworked kit. Even watching pros play him just further shows how lackluster his new kit is. They just about kill themselves trying to widdle down the opponent. I think 6+months is enough to realize something is wrong with him if no one is playing him anymore. I almost never see a game with him in it except for the rare occasion.
