Buff vladimir please

With the recent rylais nerf please increase vlads mobility, simply make the myraid of brief hastes not .25 seconds and maybe apply it to every q, or perhaps lower his cool downs so he can actually dps rather than a burst mage. Valdimir is in such a bad spot for solo queue he has no innate escape (his w is more of a stall than an escape) no cc low mobility and low range, in the top lane there are few champs who cant just dive you and mid most mages out range you if not out right out damage. Vladimirs ony utility (his ult) only makes a good team fight better but wont save a bad one. Im not disputing the rylais nerf, though i do feel you should have adressed the champions not the item, it just pains me to feel so powerless on my favourite champion, vlad used to be a defense champion who could capitalize on sloppy engages by making it impossible to disengage (in lane) a riven/irelia couldnt just willy nilly dive you and walk away if it went sour, but now with thier high base movement speed and a phage item(yomuus as well on some rivens) 20% is laughable, they will trade as they please (cause they can see your empowered q meter and you have no mobility so you cant gap close, and they see your e radius too) dive when they want too, the difference between 20% and 40% is too large ( a 20% slow on a champion with 400 movement speed reduces thier speed to320, however a 40% slow speed is reduced to 240) its night and day basically, please dont abandon my champion and leave him in the gutter.
