I think the problem with ADCs is their reliability

With every rework and champion release we're seeing more of a focus on skillshots and less and less point-click abilities, which is a healthy way to direct the game, BUT it also means that skillshot abilities get more effects and-or damage because you're expected to dodge them.

And this is applicable to almost every champion in the game (cough Pantheon cough), save for ADCs, whose damage output is gated by time (lest they snowball), but is too reliable for its amount.

I think fixing that particular problem may be the solution we need here. Now one potential solution would be to make ADCs even more reliant on their abilities, but I'd like to hear your opinions.
