How does Ghostcrawler plan on fixing the game?

Serious question. Not a hate thread. What's the plan here? What does GC plan on doing with this balance team that is so out of touch with their own game? I ain't even blaming GC at this point. There has to be something fundamentally wrong with this balance team when they keep buffing damage and ADCs.
