New Champions Should Be Disabled For 2-4 Weeks In Ranked Queue

I don't trust people playing ranked with or really any champion that just came out, still 7800 IP, or currently has bugs. At least after 2-4 weeks people have a general idea about the new champ, and guides are likely to be made by then to better understand your champion. There should also be a factor where you can't play a new champ you bought and never played with before. For example, if you have a lvl 0 and the 2-4 weeks are over, you shouldn't be allowed to play her in ranked until after 2-3 games with her in normal queue.
