Why don't you take the W AS passive and move it to his Q?

It would change absolutely nothing lategame but wouldn't make him too weak in the early. And that's his problem.

Unless he gets an early kill AND CS advantage you will lose the early and midgame against current top tier picks. Lategame it's balanced again, but games right now are too short for him to reach his full potential.
