level 18 and unlimited gold
Make a custom where players can try out champs and builds by being set to level 18 with unlimited gold as soon as u enter game... Would be fun to try new tactics without wasting time farming and leveling up

This has been suggested so many times, I believe the official riot response was "meh, nothing in it for us".
Except you lose a lot of what makes some builds good. Powerspikes in the early and midgame to make the most use out of them.
Genius! I tried it and it worked and I am a diamond player. Would definitely recommend it to silvers and golds

Riot has been developing a sandbox for last 4 Years.

Oh... Sandbox mode? I think they said they wont make it. Not 100% sure.
What about a rotating gamemode with this? Maybe ascension where you consistently fight so you can try funny build like full crit fiddlestick
Why would flat runes matter then?
Hitting full build and final level instantly would lead to a game so warped that it would be meaningless. It wouldn't account for build order, proper lane matchups, power spikes, etc, etc.
Being able to set the level manually would be better, but other issues would remain.
