Talon has 3 skills in ARAM

I got Talon in an ARAM and decided to give him a shot since I haven't played him since the rework. You can't use his E on anything on the ARAM map and it doesn't give him any passive ability applicable to ARAM game play. Riot needs to give him a new skill on E just for ARAM.
