Champion Selection Disconnection

As we all know, Riot has been having some significant server/connection struggles lately, and normally it wouldn't bother me. They serve millions of people at a time and I know its a big job. But the fact of the matter is, that when there are server issues BEFORE Riot has a chance to toss up the yellow/red "!" exclamation point stating a known issue.... those of us who are dealing with said issue take the short end of the stick and don't see much reimbursement.
Several times this past week, either myself or one of my buddies whom I play with (Other side of the country) have disconnected from the server during champion selection. I know the "Lose LP For Dodging" policy was implemented for good reason and with the best intentions, but when we get disconnected from the server and the fault is on the Server, not my personal internet, I still get punished. I lost my 3rd Promo Game the other day because of a disconnection in champion select. Didn't even get a chance to play it.
I propose the Policy be altered. Don't penalize people by losing LP or awarding an Automatic-Promo-Game-Loss. Just crank up the wait-time for the next game queue. If somebody wants to dodge a game, let them wait 30 minutes before playing again. I would, personally, much rather have to wait 30 minutes to play another game than be punished for an offense I didn't commit/I couldn't prevent.
--- Also, If a Dev wanders onto this post, could he/she toss out some statistics on how many people actually dodge the queue as opposed to lose connection, if that information can be tracked.
