Are we ever going to be able to get more key fragments?

I don't want to be unthankful, I love Hextech crafting and I think it's an ingenious way to give free things and attract people into buying stuff at the same time.

However, something that I find quite itchy is that most people get more chests than keys because you get 1 chest per week with a very forgiving stacking capacity of 4 weeks while there is said to be a max of 12 key fragments per 28 days and it takes a shit ton of game to get those last few fragments. Now, it's probably part of Riot's ingenious low-key methods of baiting people to spend money. Because when you have a chest but you miss the key, I guess you feel more inclined to buy that key than you would be to buy a chest if you just had a key. Even though both cost the same, in our minds, the skin shard is inside the chest. If you have the chest, you already have the shard, you just can't open it. If you have a key, well, you have the opportunity to open a chest incase you found one. The urge to open a chest is probably greater than the urge to use an unused key.

Still, I am asking for this because it feels bad that this means that chests, which are a reward for an achievement: S- or higher, have less value than a key fragment, which you get by random grinding. Do you feel me? I think that the cap on the amount of skin shards should be based on how many chests you can get, not how many wins you can grind and (pseudo-)randomly receive a shard for it.

I don't really expect Riot to change this (because of reasons I already mentioned: more money), so I'm just venting some frustration here and wondering if others feel the same way.
