Are there any plans on changing Runnan's in the preseason?

Runnans has pretty much been a staple in every crit based ADC's kit recently and i feel like champions are being balanced around it the same way that was making balancing certain abilities much harder.

When Caitlyn picks this up in lane it also presents the problem of her just outrading you because she hit a 30% chance and you didn't hit a crit.
