Before you read any further, this is not a complete whiny rant about current or upcoming changes to game play. I just want to know the process of gathering information and what to address when it comes to balancing or changing certain aspects of champions. Is it based on the meta? The LCS? All range of elo's? Do you include bot games as well? My main concern currently, as well as many others, as to why I am trying to understand this process on who to "nerf" or "balance" is the recent changes to Veigar. I understand there needs to be a compensation for the removal of DFG, but I am still a little confused and that's why I am asking the questions regarding where the needs for these changes originated. If it is based off of LCS, I am lost because I don't think I have ever watched him being played in any LCS event (I could be wrong.) If it's spread over all elo's in ranked, I hardly ever see him banned or picked. If I could have some light shed on this, that would be great. And I know the PBE is subject to change and not always permanent and I know Riot is a great company and takes their player base into consideration. Thanks in advance guys! You rock!

It's suppose to be a buff idk i didnt read into it really but from what I read its suppose to help him stack his Q faster? idk numbers have it that ther wer 2x as many buffs than nerfs.. And yes they buff around pro players not pub bronze.
