Leavebuster wait and premades suggestion

If someone have leavebuster punishment, let's say 20min and he wants to play with someone they both have to wait. What if Riot implement an option to wait solo this 20min and in any time during the wait someone could join his queue? It's only his punishment, not the whole group of premades, why all have to wait?
