Why are rotating games modes not in custom games?

I'm legitimately curious as to why this is. Is Riot worried that people will only be playing featured gamemodes? Is the code not to a point where this is possible? If this was implemented would there be a huge download for everyone? I'd love to have someone weigh in with the pros and cons of this.
