I haven't paid attention to kogmaw for a while

I read his change log history since season 4 and it looks like he was reverted back to his old self? The one before his rework? Is he viable again as a mage caster or his waveclear is too weak currently? I member being able to have a really hard early game but be able to spam 2k range ults late game poking the daylights out of champs like ziggs, lux, xerath while being able to one shot and entire creep wave with E. Not sure if the mana change allows me to do that now.
