New item.

I like the new item and think its a cool addition from riot to give assasins (whom to me still feel a bit underwhelming after last seasons nerfs, and all the buffs to marksmen who are a primary target of assassins which.)

This being said I have one simple change that serves two purposes. Increasing the skill cap/ reliability of this item.

Considering the long cool down I find it annoying that it is simply procd by an Auto and it is my opinion that the item would be more reliable if the item had an active isntead that functions like an AA buff (like nasus or wukong Q, but without the AA reset properties).

I know the cd is refunded on kill/assist on your target if its to soon but meh.

(also im sorry if i posted this in the wrong place but i have no idea where to go since they scrapped a bunch of the board topics)

Honestly it being an active is a little too op The whole point is it rewards you for all-in, which is what most assassin's do.

The point of making it a passive with a long CD instead of an active was mainly to alienate the ADCs who want to use it. if it was an active, it would be extreamly broken on most ADCs for the could auto all theu want and then just pop it when their target gets low for extreame damage. as a passive, it is useless on ADC because it will proc on their first auto and go off way too early. The same effect happens on champs that rely on damage over time(like fiora, or any other non assasin thats AD).
