Panth vs Urgot

I'm interested to hear from Panth mains what they do in this matchup. The problem I have is that I can't really get any Q poke off because in the time it takes to throw the spear Urgot can just use his Q and it does more damage. Then he's ranged so he can push the lane very quickly or stay far back and last hit safely if he wants to. Also his Q can very safely poke when I have to last hit under tower. The matchup feels very bleak if I don't have a good jg to capitalize on him pushing up. And the other problem is that he massively outscales Panth as well. Is this just a hard counter? Or am I approaching the matchup wrong?
