Rank Solo Queue and Report System

What is the point of the report system, and why doesn't it work in conjunction with the match maker in rank solo queue? Too many a time now, I have been forced to endure a slow painful lost because of a feeding teammate/s only to jump back on queue and get paired with the same feeder/s who cost me the last game!!! How fair is that? Why should I bother reporting then, clearly it does nothing.

I am not a pro player, I don't pretend to be either, but when you loose game after game to a feeder/s when you did your part; it starts getting to you pretty fast. To the point where I have earned and been promoted to silver 5 over 4 times now, only to be demoted on the following 1-4 matches due to poor teammates who feed, afk or simply can't play safe at all.

So again I ask you, what is the purpose of the report system or the match maker if you can't keep poor players from ruining others games? I am no tech guru, but I'm sure there is way for the system to filter out poor players from good players in the match making process.
