Does someone want to explain Riots "Balance" concept?

Honestly getting really sick of riot not fixing these blatently overpowered champs. J4, Vi, and Hec, have literally been top tier for the past 4 patches and riot does literally nothing about it. But hey "lETs bUfF gAreN aNd dARiUs" Like what are these guys thinking? I'm really questioning if anyone on the balance team even plays the game in a competitive manner. There's so many problematic champions, but they're too busy buffing tanks so they can oneshot adc's. I don't get it and it's really ruining my motivation to even play the game. It feels like riot's balance team is really slacking, but hey, skin team is thriving as usual.

Riot has some set "guidelines" to decide whether a champion is under performing or over performing.

Average Ban Rate is 7%.

 

#Average Play: Iron 4 -> Gold 1.

A champion is considered Overpowered in Average Play IF they meet one of the following conditions

  • More than 54.5% win rate while being below the Average Ban Rate
  • More than 52.5% win rate while being at 5x the Average Ban Rate or higher.

A champion is considered bottom end in Average Play IF

  • Lower Win rate than 49%

 

#Skilled Play: Platinum 4 -> Master tier.

A champion is considered Overpowered in Skilled Play IF they meet one of the following conditions

  • More than 54% win rate while being below the Average Ban Rate
  • More than 52% win rate while being at 5x the Average Ban Rate or higher.

A champion is considered bottom end in Skilled Play IF

  • Lower Win rate than 49%

 

#Elite Play: Grandmaster and Challenger tier.

A champion is considered Overpowered in Elite Play IF they meet one of the following conditions

  • More than a 45% ban rate.

A champion is considered bottom end in Elite Play IF

  • Their Presence is less than 5% (Presence is considered Pick and Ban rate combined)

 

#Professional Play: LEC, LCS, LCK etc

A champion is considered Overpowered in Professional Play IF they meet one of the following conditions

  • Their Presence is 90% or above in the current patch or 80%+ over consecutive patches (Akali for example)

A champion is considered bottom end in Professional Play IF

  • Their Presence is less than 5% (Presence is considered Pick and Ban rate combined)

Balancing is not an easy job, but there are plenty of statistics, that should give ideas. If a champion keeps high banrate through several patches, that should mean something. Same goes for heavy winrate.

Winrate is a difficult one though, because it's reversed by popularity. Popular champions suffer from winrate, because people often pick it without knowing it. Now if a champion is both popular, and has large winrate, then it's clearly nerf time. Which part should be nerfed is another question. Something only the players who play against can answer.

The reverse also work. Low winrate+low banrate+low popularity means, that champion is clearly weak.
