Why Is Akali allowed in URF?

Just finished up a game against an Akali in URF and in the loading screen I didn't think it was going to be that bad . But honestly it's the most obnoxious thing imaginable. Q's flying out every half second and being able to heal infinitely because the no energy cost. Her smoke cloud at basically no cooldown and it's honestly just miserable. Why is she allowed in Urf if it just ruins the game for everyone. It caused one team mate to quit and 2 more to just sit in base because they didn't want to play against it since it was so awful

Because urf is supposed to be stupid and outrageous and thus that's what makes it fun the bigger question is why do people take urf so seriously?

Could easily describe like 1/4-1/2 of the roster in urf.
