They are no where near the same. Rengar is hands down better atm.

Rengar has better unconditional dmg, but is slightly harder to learn . Kha has great dmg only vs single, isolated targets and can't teamfight. Both have hard times clearing the first camps, because they are squishy.

Completely different champions. If you like to gank early and often go KZ. If you like your ganks to be omfgwtffff then go Rengar. Both are great.

For mobility and tactical play go kha. If you want to go the fighter route go for rengar (because kha has to either build tanky and sacrifice his dmg or go almost glass cannon.)

In team fights rengar can take down a high priority target and is less likely to escape than kha But kha suffers when teamfights occur because his isolation really only works if their team is disorganised and splits up, however he does have the reset on his evolved e so he can jump in and then out after a kill.

Both typically have to go all in (rengar jumps in and hopes not to get cc'd to the ground and kha usually requires to burn either his jump or his ult to engage / escape not to mention having to burn most (if not all) his abilities in order to get things done.)

If rengar were to fight kha 1v1 rengar would win in an outright brawl (damage + bonus armour / mr + slow / possible root) but if kha were to use nearby brush to escape view and reset his passive several times while using his other abilities he can win (though rengar's ult completely counters kha's ult).

In terms of jungling rengar does well clearing the jungle with a decent amount of hp (usually 50% or so) while kha requires more knowledge to do so effectively like killing the smaller monsters in order to achieve the isolation bonus.

In terms of ganking Kha has a ganking option at level 3 (in his leap) not to mention two slows (ganking behind the laner when the minion wave passes is the best time to do so - which is a huge condition. Rengar however has a harder time just running in for a gank instead a good idea is to either use the brush in lane to hide yourself in preparation for a gank or get behind the champion (or champions).
