Why is Ingenious Hunter in Domination?

As a support main I have played around with a lot of the runes to try and be more impactful. Through this I noticed how good Ingenious Hunter is on supports but they can not take it since they don’t benefit from it as much as they do from Inspiration. I feel that Ingenious Hunter should be tweaked to work with assist since many supports don’t go on a killing spree and moved to Inspiration. If this is done supports would have more playmaking/carry potential since they can stop people from firing more often (being able to locket/redemption more frequently) as well as sweep and place down wards. This rune would get so much use for supports like Sona and Karma. These Supports normally take Aery and would be able eager to use a new Ingenious Hunter and Cosmic insight ( these are two compatible runes) in the Inspiration tree that would give them more screen time instead of all the Pyke and Leona and Tahm.
