Shouldn't silence deactivate toggled abilities?

As of right now silence only makes it so that the champion with the toggled ability can't deactivate it. Shouldn't silence deactivate the ability or at least prevent the ability from working during the duration of the silence? I was mainly thinking this could be somewhat of a counter to all the Singed that has been played lately, as his Poison Trail doesn't get deactivated. Not sure if people even knew this but I think this would be a very good way of at least giving him some counters like Cho or maybe even Garen .
