The original Ryze's kit was very straightforward; all of which besides the ulti were all single-target lock-on spells (E to debuff target, W to lock down just like today, Q to nuke them from orbit), and the ulti was a self-buff that makes his spells AoE for a short period (Ryze was somewhat balanced because he sucked at teamfights and clearing due to his normal kit being very single target intensive, and frequently need to blow his ulti just to clear a large wave). There were also no other special interactions in his kit besides him also scaling on mana instead of just AP, no combo mechanics or anything or at least not as big as today (I think certain actions trigger the Q CD reduction or something? But it wasn't that big of a factor outside of sustained fights); things were simpler back then, those were the days, I do miss my "this spell just does damage for X amount" design.
Ryze was only not balanced because of his W being a arguably too strong of a lockdown (I have no issues with games having guarantees like lock-ons, but still, an instant root across a distance that is also a lock-on seems much, one of those probably needs to go), which after 100 reworks Riot hasn't got around it and he continues to be a trouble pick no matter how convoluted Riot is trying to make the rest of his kit be to try and counter-weight that single W.
As such old Ryze was put in the tutorial because he's one of the easiest to pick up, and should be taken down now.
