Fun with Overcharge and the new runes on AD champs

shows a few of the new runes coming out in a somewhat short time
While I don't like the idea of Berserker teemo cheese I'm more horrified at this one
[> Overcharger > +1% CDR per level, up to +10% CDR at level 10. Each percent of excess CDR is converted to +2 Ability Power or +1.4 Attack Damage, Adaptive. >
So let's do some math here
any numbers next to an item is not combined with that items base stats, but is what is potentially added by the CDR overflow
14 possible ad
28 possible ad
42 possible ad
so we just gotta reach cap? ok lets imagine any champion with a decent attack speed buff or animation cancel, or anyone who relies on hybrid ability casting and damage
we could use
for some examples, although there are so many, and this is just the ad side of things

Is certainly scary
I'm not plat, I wont make the next "holy shit damage" build, but someone out there will do ten times what I've come up with in ten minutes of theorycrafting, and someone else will put it on just the wrong champ... maybe 
and I mean... there's always the legendary abuser of every item change
this rune, while designed to be adaptable, is actually a massive liability for CDR champs because of its inherent buffs to CDR items, riot will be forced to nerf these items, or nerf the entire ad caster roster, plus a large chunk of the ap roster
