Items reforged - suggestion for riot
As we all know, balance in this game rn is a trainwreck, Some say tanks are too powerful, others say supports and others say adc....personally i feel its ALL of these classes causing issues, but we cant just blame the poor champ balance, items play a role aswell....so i would like to go over an idea i had that will help stop all these classes from being dominant - warning, tons of text, continue if you dare
Legendary items - This will the ultimate item tier, with all items now costing 4500 gold and having stat adjustments, in addition to being very gold efficient BUT, a player may only have 1 legendary item at a time and no more
500 Health
400 Mana
50% Attack speed
40 Attack damage
20% CDR
10% Movement speed
passives remain the same as the are now
100 Attack damage
40% Critical strike chance
25% Attack speed
Passive - Critical strikes ignore 25% of the targets bonus armor
Passive - Critical strikes cause a target to bleed for 150% of your attack damage over the next 3 seconds
80 Attack damage
40% Critical strike chance
40% Attack speed
10% Cooldown reduction
Passives remain the same
140 Attack damage
40% Critical strike chance
20% Life steal
Passive - Heal for 20% of damage dealt on Critical strikes
Current passive also remains
60 Attack damage
60% Attack speed
15% movement speed
10% life steal
Passive - Attack speed increases by 8% every time you attack a champion 12% for melee (stacking infinitely) losing half stacks upon switching targets, (drops 1 stack per second while out of combat increasing to 5 per second after 4 seconds)
Current passive remains
2000 health
20% CDR
250% base hp regen
Passive - While in combat with champions you gain 5 armor per second (halved for ranged champs) and half that as magic resistance, capping out at 10 stacks, upon achieving 10 stacks, take 20% reduced damage and heal for 20% of your max hp on a takedown (heal has a 10 sec CD)
Current passive remains
150 ability power
20% CDR
Passive - Your abilities deal an additional 40% of your ability power as bonus damage on hit (6 sec CD on each ability)
Current passive remains

500 mana
20% CDR
Passive - Basic attack and Abilities on champions Apply frost to a target, upon achieving 3 stacks, the target becomes brittle (causing the next cc ability they recieve to have its duration extended by 30% and deal an additonal 10% of their max hp as magic damage)

100 Magic Resistance
500 Mana
20% CDR
Passive - Your abilities deal an additional 20% of your armor and magic resistance as bonus damage

I know theres a few more items i would like to cover, but you get the idea here, Legendary items do more to enhance the game for you, but you may only have 1....I feel this could IMMENSELY help the balance issues league has, as items can easily be tweaked without having as much of a backlash
