Aegis of the Legion/Locket

I was just watching a stream where an enemy team had a fed Fizz. No one had built an Aegis by the time they needed it, so instead of just dying to Fizz, he completely nuked them. It seems to me like Aegis by itself costs too much for what teams need it to be. I was thinking it might be better to have a Locket build path where instead of HP being a component of Aegis, Aegis only has MR and HP Regen. Making it cheaper and more effective early. The final Locket purchase cost might be increased to compensate for the HP differential, or the build path could be similar to the Juggernaut jungle item. Where the components of the Locket would be Aegis, Spirit Gem, and Ruby Crystal.

It seems like this change would make the Aegis more effective early, while allowing for further expansion to Locket later.
