Explaining the Jinx changes
I see everyone getting their pants in a twist because Jinx's Pow-Pow is getting buffed. Now, I think I've seen enough general opinion to try to make a counter-post to properly explain exactly the reasoning behind the change.
First off, this isn't really a buff. It's a nerf revert. Riot forced half of Jinx's Pow-Pow steroid into her in-game level and left the other half in her Q's rank as a way to try to make her weaker in the mid game. Now, a lot has changed since those times, and that's ultimately led to this revert attempt.
: Before, Jinx had a definite niche in her ability to apply aoe dps in team fights. This was super valuable since she was the only one that could continuously do this. Sure, you could buy Shiv, but that's burst damage. Jinx's rockets are constant damage output...in an aoe. Now that Hurricane gives people aoe bolts, other hyper carries like Twitch and Kog can step into Jinx's "aoe dps" space.
: Now that these guys build Hurricane and can apply aoe dps, the NEXT issue to talk about is the price for having aoe dps. Jinx's price for having aoe dps...is dps. Her rockets attack way slower than any marksman wants to be attacking, but they hit multiple people. Meanwhile, Twitch and Kog have steroids that give them super safe fighting ranges with higher attack speeds than Jinx's Fishbones while STILL having access to aoe AAs after buying Hurricane. So Jinx is just getting outperformed in what used to be her premiere thing to do for little reason, outside of having early access to it in comparison.
Lastly: Every hyper-carry has a late-game steroid, right? So, in this last section, let me say that it's incredibly unfair to Jinx that her steroid, which is locked in at the incredibly unsafe fighting range of 525 on a marksman with very little in the way of self defense, has been halfway locked away by her in-game level of all things. How is Jinx supposed to compete as a hyper-carry against the others when no other hyper-carry except her has to deal with such a crazy stipulation? Oh wait, she literally can't, and that's why, during Worlds, Jinx was the only hyper-carry that couldn't win a single game. Even Cait, who had been entirely butchered at the time, was able to compete and win a few games. Jinx was the ONLY HYPER CARRY that sucked so bad that she was picked once and lost in a hyper-carry intensive meta.
Now, if you ask me, I personally think that this change shouldn't be a one-and-done deal. Jinx got nerfed initially because she covers a very broad spectrum when she's strong, and Riot should eventually do work to fix that in her kit. If that means retooling some of her abilities or her passive, then I'm all for it. However, I think this revert is fair. Jinx should be a competitive pick again by now. We can't keep punishing her over season 5.
