Idea for a Rammus buff
TL;DR: Remove armor reduction on Taunt, instead making it cause the target to not be affected by attack speed slows.
OK. 
Rammus has been in a pretty terrible spot for basically the entire season. The cooldown increase on his Q at the start of the season really hurt his jungle clear and his ganks. The damage increase on his W in 5.16 is nice, but I think there's another change that would help Rammus out and would make a lot of sense on him.
As a tank, Rammus scales well with CDR. As the ARMORdillo, Rammus scales well with armor. Obviously,
should be an amazing item on Rammus. But there's one problem:
has a unique passive that makes Rammus deal 15% less damage.
does too. So two items that should be fantastic on Rammus end up being items he really doesn't want to buy.
Rammus also has armor reduction on his taunt. This has always felt weird to me. Why do I, as a primarily magic damage dealing champion, want to reduce my target's armor? The fact that the amount of armor reduction was also reduced makes me think that this is something Riot would be pretty alright with removing.
So let's kill two birds with one stone. Remove the armor reduction from Rammus's taunt, and replace it with something that allows
and
to not feel so bad to buy: an attack speed reduction ignore on the target. So if Rammus has
and taunts you, while taunted, the attack speed slow aura doesn't affect you. This will open up more build paths to Rammus, and in particular will give him access to a course of CDR that he really needs.
It even fits thematically! Rammus just taunted you super hard, is some frozen heart actually going to make you feel like, "eh, I'm not THAT mad"?
