LeBlanc needs to be toned down.

I'm a LB main. I'm tired of her being banned, therefore, unplayable in ranked. ATM 30+% Banrate, and > 50% winrate. She is a difficult champion, and for people to already be doing this consistently well on her is not a good omen for when people actually master her.

She is too good early game, and it's too easy to pop her sigil.

She needs base dmg nerfs and mana cost increases to cull her early game back a bit.
