Why can't we gift boosts or hextech?

I dont want to straight up give a skin or champ since it costs so much but if it's something smaller like gifting a key, box, exp boost or even a key frag I would especially if you can choose to give one after a game to an ally

Something like 70 RP - 1 game exp boost 45 RP - key frag

Also would like to be able to straight up gift a full box or key for 125 RP or any of the exp boost options
