Is Mordekaiser doomed to a life of rare off-meta picks?

Pre-rework he was a mess after he got tweaked for being op. Post-rework he's still a mess after he got tweaked for being op.

Haven't seen him played in over 100 games, hasn't been a popular pick since 2011, save for that brief patch last year where he was godly. Poor guy.
