Would items with OP passives but no stats break the game?
Lets take rageblade devourer passive for example. The devour passive alone is almost the equivalent of 150% attack speed at 66% of AD on basic attacks (no penalty for onhit) while increasing the attack speed cap for on- hit effects to 3.5 attacks per second.
Yes, I've done the maths, but I won't bore you with that stuff. Just take my word for it. Hence my point is, Devourer is just a conditionally high attack speed stat. The condition being lost of AD per basic attack. Kinda like new/old kog 5 attacks per second with reduced ad.
So would it be OP if there was an item that only had the Devourer passive, but the extra on hit would be available all the time instead of waiting for 6 stacks ?
For example:
Item: Devourer Cost: 3000 gold
no stats....
Passive: gain an extra on hit effect on every other basic attack. Great for on hit builds...
if you confused as to why there are no stats it is because the passive itself acts like a massive attack speed stat. see formula.

The reasoning behind this.... ?
Devourer is a great passive that specializing in increasing attack speed for on hit damage. However, it has proven to be OP from the start and Riot has toned it down by adding it to rageblade as a reward for gaining 6 stacks. But this limits the diversity of builds that devour introduced because it is hard to keep the stacks of rageblade.
Therefore, allowing players to get devourer with no other stats tones the item down enough that it is not OP, but will still allow for diverse builds both in ad or ap.
