What percentile do the grades represent?

Looking for an answer from a Rioter who knows. Since grades are based on how well you perform vs. how others perform with the same champion in the same role, what percentile do the grades represent?

I'm most interested in what S-, S, and S+ represent. Does S- start at 95th percentile? 98th?
