Why no punishment for afks?

Afks happen every 2-3 games someone either has to go or leaves cause they died whatever. FOR THE REST OF US We cannot win the game 99% of the time Leave buster bans us if we leave before 20 min At 20 min its a STRUGGLE to get people to surrender 99% of the time people straight up wont so your stuck sometimes 30 min + Its NOT fun Causes stress/anger/badness in LOL witch is why its the most toxic game around AKFS/DC usually does not happen in high tiers because those players have no lives and actually care but anyone in plat and lower people do not give a fuck I have a headache Why can you just afk and nothing happens? why cant we have people join an already started game? The team that has the AFK gets punished We are forced to stay MIN 20 min we CANNOT win its NOT fun 1-2 guys REFUSE to surrender And to cap it all off a massive DEFEAT and lose LP thanks riot Why wont this issue get fixed? Honest to God I do not understand why you cannot join a game on the fly But riot does not care QQ
