What if minions dropped removed Summoners spells as "rare" spells that Zoe can pick up?

As it stands now every so often a minion will drop varous bubbles that Zoe can pick up and use for her W, spell theif. But what if they also dropped removed summoner spells such as Clarity, Revive, Insight and maybe even ARAMs snowball as a "Rare" shard.

Obviously there could be restrictions like "only one rare spell can drop per game" and "Only past the X min mark"

Eould it ve cool? Or to broken?
