Kayn's Ult Bug

I don't know how to recreate, but it's happened a few times to me; Sometimes Kayns Ult will appear off cooldown, and will be unusable until the cooldown times out like normal. And if you ping the Ult it announce the real cooldown, but will still appear to be up.

It's not just Kayn. It happens with other champs too sometimes.
