The report system needs to be fixed

With the tribunal still out for the count, i feel these reports are going no where fast. I have had several bots, and people who just afk because the support bought a item to kill minions and give them the gold still, but the adc crys because he didn't get the last hit so he afks, or dies once and saies its the junglers fault or supports fault and afks. The fact that I have ran across people who, in good faith, should have been banned for using the N word, or being completely toxic is just horrible. I love the game, I do have some other issues with it, but this has taken the cake. The league community is getting worse with bots, and kids who don't work for their accounts being in ranked and not knowing the game, or those people who get banned creating new accounts just because its free then botting itself back up to 30 and ranking to only get banned again.

I propose a solution: A: People who have IP's that constantly get banned, are perma banned from the game IP wise: I suggest this in the case RIOT does not already do it. B: Those getting reported get their accounts knocked into a special like que where they are flagged red or something and only get qued with people who do the same thing that they do. C: Fix the tribunal: I also have ideas for that, but would be better in a different post. D: Allow the team who gets AFK players to /AFK remake allowing the team to not lose LP, or as much LP as a full lose but awards LP to the enemy team based on the time spent in game. F: Allow for a "Pick Up" que: Basically what i suggest here is putting in a que that lets people pick up a random champ and position from a game with a AFK/Leaver player, this would also require a vote by the team to remove the AFK player and pick up a new person to continue the game.
