Team Balancing is trash

I am currently trying to get out of silver but I can never get any good teammates. I have so many games played in silver and I can literally play every role but each game I always have someone feeding. Its so hard to carry these people especially because they don't even play safe under tower after their deaths. what the heck am i supposed to do. its literally gg every game. the team balancing is so trash its not even a joke.
