Can you actually rework Swain?

The problem with Swain is that his base kit is fairly strong now on top of his ult dealing decent damage, sustaining him, and despite its cost mechanism, being able to keep it up long enough for it not to matter.

His ult should not be a "I outstat you" button like it currently is and he usually does now.

His ult needs to be the focus of his kit. Currently his kit, with the exception of Q, simply sets him up for out-statting you with his ult. That's not exciting. Its doesn't make his ult defining, just powerful. It makes his fantasy fall flat, even with his current gameplay direction.

At the moment his base kit is very strong for laning, and he wins most match-ups at 6, especially if he has Catalyst. His current gameplay direction isn't interesting (it wasn't before), and when it was announced that he was getting a rework, I was hoping it would be a bit more exciting.
