I've been trying to figure out how to creepblock in league for 9 years. I always manage to get a few inches.

You can actually block the cannon minion pretty significantly if you get in front of it and walk almost perpendicular towards the direction it is moving. It will keep trying to get around you, but you will keep being in its way, so you can get the other teams cannon minion to get 2 or 3 shots in before yours does, or more if you start further down the lane. It can help cause the lane to push towards you a little bit, as long as you only last hit right before the minions would normally die.
You actually can tho. I use it all the time in lane on my own minions to offset the point in which minions crash. Helps when you don't want to be as far out in the lane due to fear of ganks.
Because creepblock makes lane bullies absurdly oppressive.
Don't compare DoTA2 and League mechanics like that.
If you want the real answer;
You cant creep block them because thats a useless mechanic that builds a lot of random RNG into lane positioning and control, and the game becomes much less skill expressive for 0 gain.
They creepblock you so you cant just stand in minions to zone people out if you have the advantage (at least im pretty sure thats the reason. I know its because a certain subset of champs would be extremely oppressive if creepblock wasnt a thing)

Keep in mind creep block is very short term and is not something you can do to the same level as Dota. It works in this clip because the minions are interrupted by aggro, and I'm pretty sure they'd re-adjust if not.

You can creep block its just not very long
This used to be a thing, but got removed so people didn't get punished as hard for leashing.
