Winter Map Summoners Rift

I'm not sure whether this goes into Gameplay or not.. Or if this will even be looked at by any reds or other members of the community..

Anyways, like the title says, I would like to question why Riot hasn't created the Winter Map yet, even for the updated version of Summoners Rift.

From years ago it came to my understanding from other members of this game that it was due to Riot being owned by a Chinese Company, starts with a T or something, and due to that they weren't allowed to use Christmas themes since China doesn't, apparently, celebrate Christmas.

Yet, that made 0 sense, due to the fact that they have Christmas themed skins, and Christmas themed loads of things, and the fact that the servers are different, so I'm assuming both clients have somewhat different content.

So my question to Riot, would have to be why they aren't updating the Summoners Rift map at all, it's not even updated for Halloween or anything.

I was wondering if Riot would sell "Map" skins for those that would actually buy it. I would definitely put money down for it if that's what they want..
