Whats a bird have to do for some burst damage? Azir E and R buff suggestion.

Azir has little damage to speak of generally in the early laning phase, but throughout the game he lacks anything resembling burst.

This makes some sense with his focus on sustained damage, but it can set him further back in lane with pathetic kill potential even if he manages to harass opponents low.

For Azir to burst, I feel that he should have to put himself at risk as a squishy mage, so this I propose:

E: Shifting Sands - AP ratio buffed from .4 to .75.

R: Emperor's Divide - AP ratio buffed from .4 to 1.00.

To damage with Shifting Sands, he must make himself extremely vulnerable to retribution, as he is touching the enemy.

To damage with Emperor's Divide, he must be very close to the enemy.

His whole job is a SUSTAINED damage mage, not a burst mage. For comparison, he is like a magic damage ADC, while a burst mage is like an assassin. He isn't supposed to have burst, he is supposed to deal damage to a lot of enemies over several seconds of fighting.
