Spell range

Why can you not cast an ability at the max possible range instead of moving to where you tried to cast a spell to cast. For example viktors E, i would enjoy the ability a lot more if you could just cast it and it automatically be placed at max range rather then him move close enough to cast where i specifically clicked. Is there an option to change this or am i SOL
