thunderlords on lucian is the only way to win lane
Lucian needs his burst dmg early, thats his niche.
Thunderlords gives him a nice dmg boost in his short trades. Fevor of battle needs to be retired on him

Unless of course you are AP, in which case you don't win lane.
Edit; Dealing up to... a large quantity of damage off fervor in team fights is probably going to stick popular. It's necessary on ADC's. The burst isn't meant to be associated with them... Of course that's what crit is for I guess.
I cannot see TD as a better alternative than fervor tbh. Fervor is just better for sustained damage, Lucian is a kiting champion, not a burst mage :S
Being a little bit better in lane isn't worth throwing away a huge part of your scaling.
