Reporting Trolls Outside of Match End

There needs to be a system to report people who troll during champ select forcing others to dodge games. Queuing up for a game immediately before writing this, an autofilled support asked for top, when our top would not give up role and no possible swaps using my (autofilled as well) role of jungle were agreed to they locked in ghost ignite darius support. I dodged the game and lost 3lp and in total about 12 minutes of time, (queue time, champ select time, suspension time) all because of a troll. The fact that on top of losing time and lp for this, I cannot report the trolling player is an issue. I lose, but this troll can pull the same maneuver indefinitely (might even be queuing support just to do this troll) an not be reported so long as people dodge is an issue. The current system forces players to finish games, losing their time, and lp in ranked, to have the ability to report trolling players is untenable.
