Ranked Matchmaking

Look at the Rakan he has a 4% WR out of 23 games that is 1 win out of 23 RANKED games. He should not have been placed anywhere near gold, not to mention he didn't place the previous season so a fresh account with one win shouldn't be placed in gold (assuming he won a game in the provisional). On top everyone on the enemy team had a 50-51% winrate where as me and one other person had a 50% WR. So please someone explain how someone with that low of a WR gets to be G3 and in my game?
