It takes forever to get third tier Elemental Lux in Aram

I get it that the progress has been slowed greatly, but most games end before you even get to the third tier elements just because of how snowbally ARAM is with Lux. Can the amount of abilities hitting enemy champions needed be slightly less so you get to actually have the final form more often than once in every 50,000 games?

For such a pricey skin, not being able to fully use it kinda sucks.
