Glorious Evolution?

Viktor is all about this "Glorious Evolution" which is basically turning people into robots. If that's the case, how come he doesn't do that in game? Maybe turn an enemy he kills into a robot. He says "Destroy then Improve" so why isn't he doing that? It just doesn't make sense that this Machine Herald isn't able to do what he intense to do in action. Maybe make it a main passive or ability passive or maybe an Augment for his Hexcore.
